Council of Ministers :
The Council of Ministers is the supreme body - after His Highness the Emir - in the executive authority. It dominates the interests of the state, draws up the general policy of the government, follows up on its implementation, and supervises the progress of work in government departments.
The Council of Ministers consists of His Highness the Prime Minister and all the ministers, and the secretariat is the Secretary General of the Council of Ministers.

General Secretariat for the Council of Ministers :
The General Secretariat of the Council of Ministers undertakes the preparation of the work of the Council of Ministers, the implementation of its decisions and all its financial and administrative affairs. The Secretary General assumes the presidency of the General Secretariat and conducts its business. He is responsible for it before the Minister of State for Cabinet Affairs, and is assisted by a number of assistant secretaries.
